I am able to filter on the report. But on a dashboard it does not allow filtering options! Please advise!

Dashboard viewers can only view dashboards and toggle the report Page filters.
Grant the “Viewer” role to the User to allow both dashboards and individual reports to be viewed and report filters to be adjusted.
Another option would be to put the Time dimension in Pages and use a measure(-es) based on the target start date. This option would require you to adjust the measures to use the target start date in their context but would allow you to use the Time dimension as a filter in your Dashboard.
