Viewing the average duration from one status to another, possibly traveling through a set of other statuses, I recommend using the issue cycle functionality - Issue cycles. That will give you a set of measures, including the average.
A scatter plot, including a bubble chart, requires three metrics. Please provide more details on what other metrics you want to represent in the report and what dimensions you consider using in the report rows. Please see more details regarding scatter charts here - Create charts.
