I’m using eazyBI version 4.2.3 so I know we’re a little behind but I haven’t seen this feature in new releases so I thought I’d ask the question about making it possible to not only restrict users to the whole account but to each individual report or a whole dashboard.

Hi,
since the eazyBI version 4.4.0, you can limit user access to particular cubes, dashboards, report folders, and particular dimension members. Look the full changelog here: Changelog.
Take a look in eazyBI documentation how to set additional user access: Data access roles.
