It is possible to generate a gantt format report (like the one in the image) where I can have the people assigned to the tickets in the rows and by clicking on the + (/-) symbol the tickets assigned to this person are displayed, the start time and End of tickets?

You can add Assignee and Issue dimension in Rows and Pages. Add the needed issue properties like issue type, issue start date, issue due date.
Filter in Pages particular user and project.
Expand project level in Issue dimension to see the issue list:
