Averga velocity of last 3 sprint to store dynamically in measure

Hi, I’m looking to build a custom measure which populates average velocity of last 3 closed sprint dynamically at any given point of time for a project and which should be independent of the filter selections

Something like,

I’m looking to replicate column C but so far no luck.

Looking for some suggestions or help.
