I have a request to create a report to provide per issue the total amount of work logged as well as a breakdown of each person who logged work

eazyBI provides building blocks to analyze logged hours in Jira. For this report, you might want to use measure Hours spent and dimension Logged by to get hours distribution by users who have logged them (https://docs.eazybi.com/eazybijira/getting-started/measures-and-dimensions).
You may also get a list of worklogs for each issue and user by using option Drill through worklogs (see picture below).
