The predefined “Issue resolved” field seem to filter based on the resolveddate. However, in my case, resolved date is not getting populated for Rejected tickets. Could you please help me create a custom one?

Indeed, measure “Issues resolved” counts issues based on their resolution date, regardless of the status.
You may consider using “Issues closed” measure instead: it counts issues entered in any of the closing statuses (which you define), regardless of the existence of resolution. Read more here: Issues closed measure
Another option is using the “Transition status” dimension, the category “Done” (if the status “Rejected” also is in this category) together with the measure “Transitions to status issues count”. Read more: Import issue change history
