Goal = Velocity Change per sprint. I am trying to get the change in velocity from sprint to sprint. (New Velocity - initial velocity)/ initial velocity.

You could try creating a new calculated measure (using % format) where you divide “Story points completed” with “Story points committed”
If you don’t use Story points, try using measures “Sprint issues committed” and “Sprint issues completed” in your calculation.
