[Measures].[Average Progress workdays]
only takes into consideration “Average days/workdays of the total time the issue spent in any status of the cycle and currently is not in the cycle” that had not UNRESOLVED resolution for the first time, even if their resolution was later modified

I guess I can confirm it.
The “cycle” default measure “Average workdays” would calculate results only for issues that ended the cycle at least once.

Average days/workdays of the total time the issue spent in any status of the cycle and currently is not in the cycle. On the Time dimension, grouped by the last date when the issue moved from the cycle to any other not-cycle status.
If you need to calculate the time for issues currently in the cycle, I would recommend looking for some MDX formulas to calculate this result.
