I am trying to develop a report that where I can list the various risks we have, but also highlight those Risks that have linked Issues/Treatments to them and those that do not.
How do I best do this?

I recommend defining and importing the respective issue link. Please see more details and examples here - Import issue links as dimension. You can use the issue link property to view issues that have and don’t have liked issues.
