Thank you for reaching out with your case.
Issues Hours spent is a property that shows the total time spent on individual issues: Time tracking measures
Hours Spent isn’t sensitive to the report context. For example, if you choose Sprint, the Hours spent show only hours that are logged in Sprint, but the Issue Hours spent (property) - total Hours spent on the issue, ignoring the Sprint.
